Checked the Carburetor (1956 4-barrel Carter) and found out that there's a part missing and a wire prevents another shaft from working.
Can somebody please tell me what it might be good for, what that missing parts name is in english and where i might get one ?

I don't have my WCFB nearby anymore, but you try these sites on the WCFB.
I don't remember much more on that side other than the link you've got, but it's been awhile.

Any idea why the secondaries are locked out with the wire?

Many of the parts of your carburator are useful, especially the floats, so don't throw it away. I may have a 55 Carter 4bbl if you want to replace it.

Here is the answer for future generations checking the archives of v8buick:
The missing part is called a DOG and in the end operates the secondary throttle shaft.

Have you found a source? Might be able to make up one, looks essentially like a washer with some tangs on it to grab the lever....just guessing.
Just curious, but from your first pic it looks like the lever is fixed on the primary shaft - wouldn't it operate the secondary side by itself?

no, the shaft is moving freely as the hole in the lever is round shaped
looks essentially like a washer with some tangs on it to grab the lever
yes, the dog is fixed to the shaft by the shape of the hole and with accelerator pedal pressed down it hits the upper clamp of the lever.
once i had that pic it was easy to make the dog from a large washer.
big problem was to find an appropriate screw over here.
