What does it mean when someone says their rims where drilled for rim screws?

Slicks are sometimes screwed to the rims to help keep them from slipping on the rims at launch. Holes are drilled through the rim near the bead. After the slick is mounted, screws are put through the holes and into/through the slick to hold it in place on the wheel.
This is usually only necessary on REALLY fast cars. Like probably 9 seconds and quicker is it needed.

So mounting tires on rims with these holes and not using screws should not be a problem,right? Thanks.

shouldn't be a problem. Not in the area where air could escape. You will have visual holes though, unless you fill them.
