Can anyone tell if this # stamped on my intake, above the firing order, means anything?

It does not show in this list, so I'm not sure- list may not be complete!

That seems odd. My engine decals all say "430-4". Is it possible to have a 400 intake on a 430?

Yup
They are the exact same thing
(In other words 1383448 is an intake manifold for both a 68 400 and 430.)
