This may be for my 63 2 dr. Wildcat, but I'm not sure. Does anybody know what it is? I only have one of them.

Kinda. It sort of fits the lower passenger dash but I don't have any holes in the metal dash to mount it. Maybe it's for a Wildcat Custom or something and I have a plain Wildcat.

It is for the lower dash, It is in place where someones knee might make contact with the dash.
I have seen them on a 64 wildcat also.

I am guessing it would be an option you could get from the dealer. I am putting one in my 64 LeSabre, so I am gonna have to drill some holes.

I don't know that I am adding anything to the conversation, but I parted a 1964 Wildcat with the option and it had holes drilled in the dash for it.

Refered to as a Knee Knocker Pad and it was a option in the early 60's Full size Buicks. Tom

Looks exactly as the one in my 64 convert even the holes for the screws. It should fit 63 also
