Removal of rear fenders on a '53 Roadmaster

I am in the process of restoring my '53 roadmaster and I would like to take the rear fenders off. There are some bolts that are near the top and front of the fenders, but I cannot see how to get access to them to loosen. Also, assuming that I do get them off, was there fender welt between the body and fenders from the factory?

These are a bitch! The bolts spin. The best you can do is heat them first with a propane torch and burn off all of the gunk. Then spray them with lubricant. The problem is, there is no way to stabilize the head of the bolt, unless you can get the bottom ones off enough so that you can pry back the retaining tabs, and grab the bolt with a vice grip.
