Any ideas on how to slow this dime sized rust hole Southwest of this quarter and to stop my leaky top cylinder?

Not much you can do about leaky cylinders other than replace them.
Now for the floor, if you don't wanna weld it up then I would suggest cleaning the entire area with a wire wheel, then patch the hole with epoxy, then coat the entire area with a rust converter/sealer like POR-15.
If you only have one repaint consider yourself lucky, I had to strip off 5 full repaints (4 Reds and 1 Yellow) to get to the original Tarpon Green Mist.

it wasn't quite dime sized before, but it is NOW. So, should I not use fiberglass at all? I can't swing welding this at the moment, I just want to slow it down as much as possible. Hitting it with Phosphoric acid right now after wire-wheeling it to bare metal.
Top came down for the first time in about 4 years today pretty easily, should I leave it down if I have storage space to minimize fluid leakage?
