Steering column/wheel alignment

Hi,
I own a base model '63 Riviera that has a steering wheel sitting 45 degrees off top center when driving straight ahead. I purchased a service manual from Bilko and in spite of th detailed drawings of the column in an exploded view, I can't tell how to calibrate the alignment of the wheel.
If anyone has worked on this before I could really use your help.

On later cars, 70-72, there is a flat spot on the coupler used as an indicator.
Alignment shop will use it to center the steering wheel & adjust the tire alignment around that spot.
Typically an alignment shop will straighten one wheel regardless of steering wheel position. The second wheel gets adjusted to the first. Years of driving & re-alignment can throw the steering wheel out to left field.
I would expect yours has a center position indicator as well.

The adjustment sleeves need to stay near center. If you put in too much adjustment your turn radius will be too great on one side and for sure they will not be symmetrical. You may need to pull the pitman arm. Most likely someone had it off and did not put it back in the correct postion.
