Code C5- Quick ratio Power Steering. Was this used in the GSX only for 70?

That is correct.
N41 Quick ratio steering was only available on 70 GSX in 1970.
Starting in 1971 you could order it on any GS.
In Pontiac land all 70 -72 GTO's ordered with PS got N41 quick ratio steering

Do you know of any 1970 WD1 plain 15 x7 steel rims that take dog dish hubcap and trim ring?
I need some of those rims

I have been keeping my eyes open for a set as well. I think a very close facsimile (wheel) is being reproduced by Specialty Wheels. That is probably our best bet. The caps/rings come up on ebay and at swap meets. There was a setup like this just on ebay.
