What is the relay that is hanging over the A/C compressor in this picture?

If it has three prongs (can't tell from the tape) it is a thermal limiter fuse. Do you have a problem with the A/C? That fuse is usually clipped to the fender just forward of the inner wheelhouse.

ETA- I see it has three wires, so yes, it is the thermal limiter fuse.

They used to hang on a peghook in the aisle of the auto part store next to the 99 cent cans of Freon

    What does it do?

If you get low enough on refrigerant, that fuse blows to protect the compressor. If your compressor is not working, it is a possible cause.

 Back by the "dog turds". I saw that those are still available, yesterday at NAPA. And I can recall 88 cans of R-12.

I don't think my car has a thermal limiter fuse. My compressor works fine, it's my blower motor that is weird. It doesn't work (blow) at all on low speed and at max speed it blows great but the A/C compressor won't engage at that fan speed, the A/C works fine on medium and high but not max.

You'll have to trace out the electrical paths. It could be the fan switch or the relay or both (unlikely).
