    Possible axle bearing.
Does the noise get louder the faster he drives, like a growling sound?

Have the shoes correct front and back. Drum shoes are 2 different lengths of shoe surface.
short faces the front of the car larger shoe surface to the back. (parking brake cable arm attaches to the large shoe.)
Drum could be warped not round. (even though they are NEW if they have had then stocked on the shelf on an edge for years this can happen)
Drum could be rubbing on a bent backing plate.
Bent axle shaft flange could wobble the drum against the brake show.
could just be a tire... bent or ruptured cord in the tread, or tire tread has a defect. (more the tore to a different axle see if your sound goes with it. )
same with a drum warp deal too.
I am sure other people will have more experiences too. :)

    I don't get this:
When you hear a sound like that when he's driving, the first thing you do is stop him, jack up the car and remove the wheel and the brake drum to check what's going on....[IMG]
