1970 electra rear drum brakes not working

    after taking my electra out of indoor storage for many years, i had to replace the rear brake line. its done and the system is bled at both rear wheels, but when i step on the brakes i can still turn the rear wheels. how can i tell if the brake cylinders are even working? even if the shoes arent adjusted properly, wont stepping on the brake still move the shoes out enough to make some stopping action? suggestions? and can the cylinders be rebuilt in place? i dont want to risk snapping the brake lines trying to disconnect them from the cylinder.
