    It’s a steel collar to protect the ignition lock and switch mechanism. These GM columns from ‘69 to about ‘88 were very easy to peel and steal. At one time, any child over the age of 10 from rough neighborhoods could do it.

    I have never seen anything like that! I assume you remove it and it bounces around in the car when you drive? I use a lock bar on my 68 Cat as it's the last year for in dash ignition

    No, you remove it and then reinstall on your wife or significant other
