Does anyone have a pic how the 70 fuel door / license plate bracket gets installed. Is there suppose to be a
upper bracket to attach to the two upper holes to stop the license plate frame from hitting the fuel neck?
The two upper 3/8 holes are spaced out wider than the frame

Are you saying that the holes in the license plate bracket are spaced wider than the holes in the bumper? If so, you may have a 71-2 bracket.

I believe there are two rubber cushions that are installed in the bumper. They stop the licence plate door.

The two upper holes are for rubber stoppers, and yes they are wider apart than the license plate frame. They rest on the license plate itself when closed.

Cars Inc. and I believe Year one has them. I got mine from them. Just search Old Buick Parts on the interweb...
