Shift interlock failure? Somewhere in the mechanical linkage, probably in the console, is a solenoid that gets a signal from the brake pedal. Often there’s a bypass-a hole to jam your key into in the console or something similar. Maybe in the owner’s manual?

First, if you want to work on your Riviera, you must have the FSM, it is NOT optional. Get the set on Ebay,

    http://www.ebay.com/itm/1997-Oldsmo...ash=item2840182b22:g:YiYAAOSwjn9Zjmjh&vxp=mtr

If not, then you are at the mercy of a repair shop. The FSM has trouble charts for every conceivable problem.

Second, ask here, http://rivperformance.editboard.com/forum That board is the V8buick of the 95-99 Riviera.

First thing I would check is your brake light switch. Do your brake lights work? Does the cruise control work? Might be that simple.

The last one I did had a wire that simply came apart on the shift lock mechanism under the shifter plate in the console. Seems to be a common problem in late 90's GM harnesses. Not necessarily a cure all,but an easy spot to check.
