Does an adjustable proportioning valve still reduce line pressure when it is fully screwed Counter clockwise? in other words minimum pressure reduction position?

You mean in the open position, right? I don't think so but im not 100% sure. I've been playing with the one I just put in.

I think the one I have says it is 57% at the full closed position. It doesn't say at the full open position so I can't know for sure. I'd assume no restriction at that point.

I assume it starts with full line pressure, like it is in the factory set up for the braking system.
In this video from JEGS they claim it's 60% in the "closed" position.

Why don't you give them a call?

If you want to speak to a technical salesman to advise you on which part(s) to purchase for your particular application and/or to answer your technical question(s) please call 1-800-345-4545, press 1 on the main menu, then press 2

JEGS Proportioning Valves features a rotary knob for the finest incremental adjustment of front-to-rear brake bias.
This enhances the effectiveness of the entire system to prevent that dreaded rear brake lock-up by reducing line pressure up to 60%.
