I'm not exactly certain as to your question's intent. So here goes my two cents... The colors cross reference from the Buick color listed (43 being 1971 lime mist)to GM color codes (WA4208) being the same as chevy's lime green 43, et al...I notices a lot of other colors from my previous and current vehicles cross over to the correct WA codes...
WOW! I just noticed that black (19) goes back a LONG way as WA0848... That is the same code as the 1986 and 1987 19 black on the trunk label...
    Does this answer your question?

Depends on the type of paint... ANY competent paint jobber can mix the paint; YOU must provide the correct code for the paint. (GM WA 2165 is 1970 Buick #25 Gulfstream blue)

This gives ONE supplier's mix for just ONE style of paint in acrylic enamel, (national compliant;can't use in California and certain other restricted areas)...in your color, #25 Gulfstream Blue, (GM WA2165). Just revise the type of paint to get the updated information.

I would recommend BASF R-M or Glasurit. They have formulas in b/c for pretty much every old vehicle color.
The correct WA # is 4026. I would be happy to mix up some R-M and do a sprayout card and mail it to you for a minimal cost.
