How to remove and replace "dog leg" fender bolts?

    Hey guys,

    I want to replace them on my 67 GS. I am pretty sure that they are stripped as I can't get them out? The nuts are not held in place by the clip part either.
    The fenders are off of the car right now. I just slid them off of the loosened bolts.

    I appreciate any suggestions. Thanks again.

    My first idea would be to cut them off. I have never had that problem, and I assume you've tried heat, soaking, force. When the usual stuff fails, cut them off.

    They are rusted out and the nuts just spin. Is cutting the bolt heads off the way to go?
