My 64 Special had the one wire altenator installed when I purchased the vehicle. Everything that I have read or watched stated that the volt reg is no longer needed and that a jumper wire is used in the harness. Is this correct?

No jumper. You are confusing swapping from an externally regulated alternator to an internally regulated alternator like a 10 or 12SI. That involves jumping two wires at the external regulator harness. One wire alternators are just that, one wire from alternator to the battery, good ground, and that's it. No warning light.
