Paint daubs on spindles

I know everyone applies the paint daubs to the spindles and for all I know it is correct. But, I noticed in the 1970 assembly manual section on brakes (page 5-2.2) that it states to apply the paint in the form of a stripe to the wheel hub dust cap.

Anyone else notice this? It also seems to apply to drum brakes only, as no mention is made of disc brakes.

Is this one of those incidents where what was specified was not followed, or are the spindles painted in addition to the dust caps?

    Cheers
