Is there a difference between a 1971 rear seat belt and a 1970 seat belt other than the tag?

If you are talking standard to standard or deluxe to deluxe then I say no. As long as the belt clips into the receiver and locks, then it should be OK.

Now 72's are a different matter. Some cars, and I am not sure they are Buicks, came with smaller receivers and different style belts. The way the shoulder harnesses clip in are also different. They are their own animal, and this style may have gone back into the 71 model year, so you would need to check that.

I have interchanged them within the same brand with no issues. I would try and stay with same brand though. Examples are General Safety, Bay Trim, Hamell. I was working on a friends car and buckle from one brand didn’t attach well to blade on other part. They would stick. Different companies must have different tolerances.
