I have been going thru my Dad's tools and I found some interesting things, including a Ford Model A brake tool. Anyway I found this and was hoping someone could identify it. I took pics of it being in both the open and closed position. Thanks for looking. Duane
I don't know. I was thinking the sides had to do with opening up a spring or something. I know it is not a hog ring installer. The "tool" part is completely flat with no place to slide a hog ring into. Still hoping someone knows what it is. Duane

I have another oddball tool I will post a pic of later. It is a Craftsman 3/8" ratchet, but we'll see if anyone has ever seen one like it. Duane
I sold parts in Atlanta, and we were a big warehouse with state, city and county contracts so we had snow chains. About once every five years or so we’d have a forecast that drove accounts to call for them. (All sales were final! No refund if the weatherman was wrong!). Somehow I wound up with the catalog and took the calls. As soon as Steve posted his answer the bulb went off-I knew I’d seen that tool! Patrick
Yeah I found some rusty tire chains in the garage when I started cleaning it out, and remember Dad using them on his 67 Chevy wagon in the winters. Thanks for the memories. Duane
