Does anyone know the dimension either from the pan rail or from the sump to weld in a baffle? Stock pan, basically stock bottom end. Any help is appreciated.

I actually weld mine in at 3.75" off of the pan rail. Lower is ok, but don't go any less than the 3.75", or you can start to run into interference with the rear main studs. Also notice that you want to angle it down a few degrees to help control oil and drain back. You'll also notice that I include a front baffle to control oil under hard braking situations. This can be almost as important as acceleration.
Please note that these baffles in my pictures are installed into a deep sump modified pan, and not a stock configuration. However, the same phyisics should apply.

good point on the front one. ive had the oil light come on on a hot day when i hit the brakes hard
