Dude, that jagged tear is daylight, not peeled paint, to the right of booster. Look at the plastic or whatever was used to patch behind the wiper motor. Looks like they used a trowel. I can’t weld. Run, not walk? It’s priced right but not sure I can get immersed in another project.
Is the cowl and/or firewall sheet metal repopped? Anyone done it before? 40 hours? 60 hours? If it’s a convertible can it be considered structural?

A member here took a look at it a couple months back he did take it for a drive it ran pretty good The front power bench seat does not work and looks like it had body work and paint back in the 80s and the rust starting to come back. Are they still asking 20 K ? I called the dealer months back and they said they sold it and it was headed to Colorado.
They have been waiting on a title (still are) and Colorado buyer got tired of waiting. I originally looked at months ago and am first on list. I agree with your assessment of condition, paint, etc...typical floor board replacement, lower rear quarters, some bondo and it’s share of electrical and other issues. (front seat, dash lights, AC, power top) and it runs well. The hole in firewall blind sided me. I’ve never seen a hole develop in the vertical firewall. Has anyone else? Anyway I’m not sure the dealer even noticed or mentioned it to Colorado buyer; he would have been surprised when it showed up. He pulled out and dealer ready to deal. Wants car gone but will not willing to come far enough off asking price, imho. From my research this is no easy repair unless you just patch it. The firewall and cowl are reproduced but the entire front clip and everything on both sides of firewall need to come off. At that point your half way to restoring car and might as well do full floors and maybe quarters. It’s a cool car for sure, 1 of 1048 from what I can tell , but even if willing to do the work you’d need it at half the asking price. What is your opinion on price as is? I have to let him know today or he will email over 20 prospective buyers who have expressed interest.
You simply need to know what you want the car to be when it's done, do the math, and decide if you're willing to put that much into it. And I can tell you from experience, there's always more to be done than is seen with the naked eye. If you can't do the work, labor isn't cheap. There may or may not be 20 other prospective buyers. Sounds like a sales tactic to me. If you must have the car, make your final offer and tell them to call you if they want to deal.
From what I was told it would be good for a driver to be able to go out and enjoy if you can deal with the interior and some of the old body repairs at 20K there would be no room to restoring the car. Now if like you say it's a tear near the brake booster and not rust that would be an easy repair to just butt weld in fresh metal but like you say it's odd and you never saw that before so does the car show any signs of a previous accident ?
Shouldn't be a problem with the title in Jersey unless it's an out of state car without a title and only a Bill of sale. If it's meant to be it will happen for you.
My understanding is it’s just a matter of time and they will have a valid New Jersey title. That’s not the issue I would be willing to wait. The question that I have is what are these cars really worth? When I looked at collector guides an average retail for this car was 46K. Fully restored car I believe was low 70s. Is that what these cars really sell for?
There was a Bambo cream 70 GS 455 numbers matching nicely options Console black interior looked really good until you open the hood and looked at the underside there was nothing but surface rust the car needed to be completely taken apart and restored he was asking 30 K for that I don't know if he sold it.
