The decals look like they had been painted over with red at some point? Is that what I'm seeing on the lettering? Was paint removal attempted in general?

They don't appear to have ever been repainted. The red that shows up on the sticker is the original paint underneath that has stuck to the deteriorated sticker. PM sent on the shipping.
