'56 olds rochester 4GC question - pump arm insert

    good morning march 1st . upstate ny , always nice to get out of february .
    giving this carb a quickee going through for a guy i know . it was pretty crusty - corrosion , mouse nest , frozen throttle blades etc . no info tag on it so going by his info . i've done a couple of these carb before - do not remember this hole/insert thing ?
    putting top section back together , tried to tap insert ( see pics ) into position , misjudged length , it falls into fuel bowl , i try to reinstall , checking it out a little . as you can see the pump arm lever tab extends into the rear hole and i guess contacts the insert ?
    does the insert move ? is it just a "stop" ? exra bowl vent ? the center section of insert actually seems to be made of leather or rubber maybe ? Is there something missing , a seal or rear flap etc ?
    when it was in place originally there was a small gap on back side where gas from bowl area could have sloshed out maybe ? when i noticed that is when i tried tapping it backwards to fill gap but misjudged size and insert dropped down into fuel bowl .
    my main question is it needed ? i've seen other web pics of similar/same carb without hole/insert and no extra arm on lever . can i just eliminate extra tab on arm and plug hole ?
    any info ( enlightenment ) appreciated . thanks .
    Edit : found a #221 number stamped on the top , matches a 56 olds number in my hygrade catalog . So probably correct info .
    removed top , reinstalled plug in approx original location ( flush at front opening ) , installed top . worked lever , did not seem to impede lever arc of motion . still a good sized gap at rear of insert though .
    last 2 pics - insert installed front view , rear view . hopefully decent view of the gap .

    contacted a couple othe people/groups - same question .
    a guy on ebey got back to me , selling same number carb with same arm setup .
    said , yep , some kinda rubber seal in that rear hole .
    i'll have to double check my extra kit parts to see if there is a seal that might fit into that position .

    Talked to customer . Decided to remove arm , plug hole . Cut a piece of 1/4" rubber fuel line , removed top and pressed into place . Didn't need to trim arm , fit right into center hole of the 1/4" line . Seems to move fine .
