Blow Testing POA Valve?

    Pulled out an old POA valve out of my junk closet and I have been looking all over the net how these POA valves are tested. Well, I am too lazy to make up fittings to bench test the valve so I got the bright idea of just sticking my mouth up to the inlet side and blowing. When I blew on it, air just passed through to the outlet with no restriction. Does this mean the valve is stuck open? It is my understanding that these valves are supposed to restrict the refrigerant until it reaches the preset pressure.
