I'm not sure on it.......It's either REALLY thick paint, or filler. Being as shiny as the rest of the car is, I'm betting it's popped filler. It also looks like the roof might be sunk in a little on the narrowest part of the primer. EDIT: Being that it's got all the new parts, the owner must feel like it's been worth saving and putting money into.
I remember reading about a Trans Am once that looked great but the ‘resto’ failed like that-the entire car was skim coated over surface rust. He may ve trying to move it before it gets worse... Patrick
