FWIW, I have heard that a couple of guys who bought cars from this seller (Louie - (314) 491-9609)were not happy with how he represented the car to them compared to the condition of the car when it arrived. Personal inspection definitely recommended from this seller.
From a distance this thing looks solid enough, I think on closer inspection it's rough enough that it'll bark. It needs a lot of work, who knows what's going on underneath. It was depicted running, that's a good sign, so there's hope, and the price isn't too outrageous unless it's completely rotten underneath.
