The metal interior A-pillars and the metal portion of the top of the dash in my 67 GS400 need refinishing . "Birdie" is painted Sapphire blue with a blue interior. What color and texture (flat, matte, satin, semigloss etc) paint should I use? Too, is it better to remove the soft padded dash or tape it off. If the dash pad needs to come off ,what unbolts where? Hints/tricks? Thanks!

Do a search for either PPG/Ditzler or DuPont color chip charts for 1967 Buick.
The PPG charts will have a description of what interior parts get painted and in which color, the Dupont has a full color chip chart of the colors.
For my 66, both exterior and interior used the same D code Astro blue. 67 had a D code blue but called it Sapphire blue. I'll guess your 67 is painted inside/out with the same color.
The interior paint wasn't full gloss, maybe 90% gloss (more gloss than semi-gloss). Unbuffed paint should be close to original if you spray it a little dry and not full wet coats.

Removing the dashpad if fairly straight forward. There's a row of screws at the top of the chrome bezel going into the pad.
The ends of the pads at the bottom corners can be tricky. There are pins on the pad that push into clips in the dash. Sometimes the pad will just pull out from the clips, but often they are very tight. Best bet is to use a screwdriver on the back/underside of the dash and spread the clip lips apart a little while pulling the pad from the dash.

    You're welcome!
BTW, the strip of metal between the pad and the windshield gets painted a dark flat blue. Is that what you were asking about?
The 'A' pillars and lower part of the dash get painted the lighted code D blue
