If memory serves, it was a dealer installed limiting strap to address a recall that came about due to left side motor mount failure (which actually happened to me once on my '67). Devon
And additionally what would happen when the mount broke is on the solid rod carb linkage cars the throttle rod could get stuck under the air cleaner holding the carb wide open YIIIIIKES ..... I seem to recall the same thing happening on other GM cars such as Novas etc. from memory and stories ...
I had the clutch pivot drop off the ball on the block when a mount broke, SURPRISE push on the clutch went right to the floor  Luckily the fan didn't hit the hood. Bruce
My 65 Wildcat has the hold down, and as far as I know this was the first year this became an issue. Somewhere in the basement I have some of the recall kits I found in a closed dealership several years ago. Anyone have any documentation calling for the hold down after 65? John
Happened to me too Devon ...scared the crap out of me the first night trying out a new 850 Holley back then....got up to 80 mph let out of it and it didnt drop any r's ...I was additionally heading into a curve so I panicked , shut the car off and coasted - pulled off to the side of the road .....as soon as I popped the hood I heard thwannng which was the throttle snapping shut finally. Needless to say after cleaning out my shorts I bought a cable throttle kit and installed it the next week.......so its happened to quite a few people I guess. Ps I was running dual return springs as well.
