67 Skylark Splash Shields

    Over the weekend I started to replace the splash shields on my 67 Skylark.
    the ones that cover the top a-arms. The new shields came with staples to install. The original left side splash shield is stapled to the fenderwell as expected.
    The right side was installed with what look like sheet metal screws and washers. Which led me to believe that someone at one time reinstalled it.
    But when I removed the screws there are no holes to install the new staples, none at all only the screw holes. Could they have installed the right side with screws from the factory? Trying to decide if I should make holes for the staples or reinstall the screws, Anyone run into this before.
