My passenger bucket seat headrest just moves freely and isn't locking. What could be the issue and how to get that fixed?

I just examined the issue and found out the passenger headrest is probably from a 1969 while the driver’s side is a 70-72. The lock notches are on the opposite side with the passenger headrest. Passenger headrest: Driver’s side:
Hah that’s interesting !! but anyway you know that you could buy them reproduction they sell them just the headrest
