71 buick skylark 750 carb fast idle will not kick down at all. Car ran out of gas and been having problem ever since. Used carb cleaner and nothing adjusted fast idle screw nothing curb idle screw nothing. Tryin to help bro in law out with this issue. Stuck at this point
