I've got a 69 vert Skylark. Someone pop rivited the qrts on then bondoed over the top. I know the whole qtr needs replacing but I don't have the time or the money now. Right behind the doors I am getting significant rust. My question is should that be cut out right away and patched? Or do I let it rust away until I can replace the whole qtr? I'm thinking maybe a band aid would be better than letting rust away. If so do I try to weld in a patch piece or heaven forbid try to fiberglass a patch until I can fix it properly.

Since the bodywork was bad, you will never stop the rust problem. If the quality workmanship is that bad on both sides, I would suggest you save your money and time. Start looking for a better car. Who knows what else was done to cut corners. For the time being get some phosphoric acid and brush it on the rust. At least that will buy you some time. You can get it at Home Depot.
