Buick 60 brake anchor pin adjustment nut ... not sure how this adjusts ?

    I'm rebuilding my electra 60 rear end.
    I had some brake issues so i'm rebuilding everything.
    I got this (see pic) top anchor pin adjustment nut off and cant figure out how it actually adjusts !!
    It fits in a squarish hole so it can't rotate. Was this originally supposed to have its head rotate (made of 2 parts) ?

    I just can quite see where it is supposed to rotate.

    There is no adjustment on it...the part only goes in one way.

    But in my manual it says to untighten the anchor pin for it to "shift" (see manual excerps in pic).
    How is it supposed to shift if it cant move ?
    My braking was uneven and I think the pads werent rubbing evenly so I wanted to better center the anchor pin... since I cant adjust it I assume something is wrong with them...

    In your pictures it appears the anchor area is offset from the threaded portion, so it can be rotated to center the brake shoes in the drum.

    Its offset at the bottom or top but not to the sides incase the brake pads are off centered....
    I thought its head would rotate around (the bolt part).... seems like there is a seam in the back of the head but after 60 years its stuck I assume... I may be wrong too !!
