I picked up a '69 Lesabre recently with pretty nice exterior. When checking it out, i realized there is some rust (nothing too bad, but something that needs to be stopped) on the inside of the back bumper. Someone suggested that I take off the bumper and coat the inside with a rubber or a paint. Wondering what some other opinions on this suggestion are?

    I'd spray OSPHO on it.

OSPHO? Which stands for? Sorry for my ignorance, I'm new with everything.

Go to Home Depot and buy Phosphoric Acid....green liquid in a plastic bottle. It is in the paint dept.

Ospho is a brand name for phosphoric acid like Pepsi is for cola.

Brush the acid on and let it sit overnight. Wipe any residue (white chalk) off with lacquer thinner and then spray clear on the bumper.
