    The government is pretty desperate for money so don't apologize as it will someday be looked at as a property tax that will be paid. I laugh when people start sticking a finger at the rich as our excuses that the government is disfunctional. If you have a job that pays anything, you will be put into that category.:Dou: Yes, the haves verse the have nots. You paid a price to have the car and now you will continue to pay a price to keep it. The gift that keeps on taking. It is sad to say it!!

    Controversy is swirling at city hall over a proposal to make bathroom waste subject to user fees in other words, a tax on toilet flushing.

    Claiming the fee is aimed at saving water, city officials want to charge five cents for every extra flush beyond five toilet flushes per household, per day but some councillors say its an unfair tax on necessary business.

    Theres a saying about the state having no place in the nations bedrooms. I believe we have no place in the bathrooms of Winnipeg, said one city councillor, who did not want to be named. Weve already made water meters mandatory, so to charge again for extra flushing is obvious double dipping.

    But officials at the City of Winnipeg water and waste department, who are floating the fee as part of a new report on sewage costs in Winnipeg, say fewer flushes would save money while conserving water.

    Starting with new houses and to be retrofitted within two years to all toilets in Winnipeg, toilet flushes would be monitored via a meter, similar to those currently used to calculate total water consumption.

    Each home would be allowed five free flushes a day, after which each empty bowl would cost five cents. The total would be added to your regular utility bill.

    The report estimates the average family of four currently drains the bowl 12 times daily but the majority of those flushes are for non-solid waste.

    By limiting the number of free flushes allowed each day, city officials say Winnipeggers would learn to press the handle only when absolutely necessary.

    The five-cent flush fee will be debated at a public works committee meeting Monday. If ultimately passed by city council as a whole, Winnipeg would become the first municipality in Canada to charge a tax on toilet flushing.
