I'm working on a fender to put on my car and I can't seem to get this one dent out. The dent actually bows outward from the fender. It's located right above the wheel arch. I've come at it with a hammer and dolly and everything else i could think of, but i can't get it to lay flat. Anyone have any ideas?

Probably the metal has stretched and will not go back into place until you shrink the stretched area . That can be done several ways , one is to heat a very small area and quinch with water , this is the most difficult way . The other way is to use a shrinking hammer and dolly .

Teat a small spot until the color starts changing, then let it cool on it's own. it will shrink a little bit. Be patient and just do a little bit at a time.

Or there's the shrinking hammer and dolly.
