it you can find your horn relay. you unplug it and there should be 3 wires in the plug.
one wire comes from 12 constant power.
one wire goes to the horn.
and one wire goes up the column to the horn button.

with th relay unplugged. test the wires in the plug first with a volt meter.

    1. one (big red probably) wireshould have 11 or more volts present. if it dont. you need to find out why it has no power.

    2. black wire or black with a stripe will be your horn button wire. first test to makwe sure there is no voltage present in it.then, if you hook an ohm meter to it and the other meter lead to ground, the meter should read .2 ohms or less when you press your horn button. if the meter dont move at all .... it is probably a problem near your steering wheel or with the wire when it runs up the column.

    3. green wire (goes to the horn(s)) .... if you were to take a heavy wire with 12 volts and touch it to the green wire, your horns should honk. if they dont, you have a bad horn or bad wire between the horn and the relay. take your "hot" jumper wire and unplug the horn under the hood and carefully touch the hot wire to the horns terminal directly. if it honks, the wire is bad. if it dont the horn is bad.

if all these things test out fine, you most likely have a bad horn relay.

keep us posted on your progress.:Smarty:

It's getting late here and I wasn't paying close attention. I thought this was going to be a thread about "BORN" in a 70 Buick GS. That sounded like an interesting story.

This wasn't as interesting. My suggestion is that you can test the horns with a couple wires off the battery. If they work, wire brush all the contact points. I reckon it's unlikely someone has messed with the wiring unless the harness was replaced. They should work if the contacts are good and the units are okay. Good luck with the horns.

My early '70 Custom has a relay. if the horns aren't connected, I hear a 'click' from under the dash pad, above the radio

If only the low tone works, I'll bet you a quarter the high tone horn has a bad wire. Open the hood and check the wiring on the horns; driver's side, exactly opposite the battery. The grounds have a tendency to break on my car at least

Well the last one I worked on turned out to be the spring in the steering column itself. It had shrunk from being shorted out at onetime. Give that a try.

There is a relay. Underside of dash towards right of center.
