When using the funny shaped adjusting gear tool, how tight should they be?? Should the tire still spin loose? Should ther be a little or a lot of drag??

The brakes should have some slight drag. I usually adjust them so when you spin the wheel by hand it will go about 1 full turn and stop.

I always tighten them till they won't turn, then back off till you hear a slight drag.

    On mine
Spin the wheel, adjust until it slightly rubs
Dont forget to put a little grease on the raised metal pads the shoes slide on
    and remove the excess
