how to I fix this?

    my drivers side fender on my 65 riv does not mate properly to the headlight surround. On the top side it's off about 1/4 inch. the tabs inside the fender are bent up so i'm wondering if a previous owner had gotten into an accident, or dorked something up. I was thinking about taking a 2x4 and shaping it to the contour of the fendor and hitting it downward to bend the top front of the fender down alittle, but don't know if this is the right thing to do.
    I'm including a pic. you can see what i'm talking about I hope, but I can provide a better pic tonight when I get home. any help would be way cool, thanks.

    I doubt the 2x4 is the proper method to correct your mis-alighnment. Perhaps a body service manual or a competent body man should be consulted first.
