Max A/C is always MAX Fan Speed.....

Got a nice 1977 Regal a few weeks back....finally got the A/C sorted out, but one (minor) complaint...no matter what fan speed you select on the Max A/C position, it's always FULL speed! The speeds change just fine in normal or bi-level. On Buicks in the past, we would the fairly common issue of no high fan speed (Had to replace a few fuses under the hood in the past) but this is a new issue.
    Any suggestions?
    Thanks!

That's just the way it is, accept it. Max is also the only way to get recirculation instead of outside air. I always assumed the factory felt that Max meant you wanted maximum cooling for a while and that is what they gave. If you want a slower fan speed than they figured you no longer needed Max.
I wish some things were more simple. I like, and seems you do too, to have what I want. Why cant the controls be simple? A slide with a cable to select outside air or inside air, and a slide to control the temp, and a simple fan switch. All the automatic stuff, vacuum and electric controls are just something else to break.

Wow, really? Of course the last 2 cars I have had , while having GM A/C components (1973 Lincoln Mark lV, and a 1971 Coupe de Ville) both had Climate control systems, NO way to control fan speed! (well, a low and high position for A/C on the Mark lV) weird to have the system decide when the fan speed should speed up or slow down...
But, the other Buicks, Chevys I had in the past....I would swear that even on max A/C (Like you said, recirculation of air, only that spring that so often breaks keeping the little door closes breaks) but you could control the fan speed...We mainly had 68, 69, and 1 70 Buicks.thru the years...did it change later? Even your 64 does that?
