Not sure... But I think the "1" is a 68 Chebbie division Q-jet, and a "4" there would have been a Buick. o No:

Acually its for either a '68 327/275hp or '68 350/295hp. The DH is a broadcast code. There should also be 4 more numbers for the date code. First 3 for julian day and last 1 for year.
