Throttle plate idle screw, counter clockwise to reduce RPM. Clockwise to increase.

When you have time, make sure idle timing is set correctly, with the vacuum advance disconnected and the hose plugged.

You want to obtain the highest vacuum and RPM possible by using the idle mixture screws (two in the front/base of the carb).

Then reconnect the vacuum advance hose and set the idle to correct specs for auto/manual in "Drive" (wheels blocked/parking brake set) with the throttle plate screw on the side of the throttle bellcrank (the one you're asking about).
