What to do about underbody rust

My '74 LeSabre has what I would call a "seasoning" of rust all over underneath it. There's a small rust through hole in the trunk but my floorboards are definitely solid, great frame...it isn't bad at all down there. It's stored in a decent garage and I won't be driving it in road salt.

However, I'm not looking to do a body off frame restoration anytime soon on it. What can I do until then? I though about spraying rubberized undercoating but I've figured it traps in existing rust. Can I take a wire brush to it and prime/paint with rustoleum? Have used POR15 but that would be pretty tedious too.

What do you guys suggest? Thanks.

    GStage1 Always looking for parts!

Wirebrush all floor rust using a drill motor and 4 and 6" dia brushes.

Blow off any residue/dust with compressed air.

Use phosphoric acid to treat/neutralize the rust. Let dry overnite. Wipe down white chalky residue with lacquer thinner.....use undercoat or paint.
