With all the problems that I have had with my wipers I suspected the switch due to advice given. It was not the switch(or the ground), but I learned how to test it after taking the dash apart! Afterwards, I found a good picture in the Chassis manual depicting, in a round about way, to do this.

What you need is your switch, in or out of the car, and a continuity tester. Disconnect the switch from the wiring harness. First, check the "off" position. Put your tester where the ground normally goes and touch the test lead to the middle terminal on the switch. It should light up and nothing else should.

Next test the "low" function. It should light up the middle and the left terminal, as looking towards the rear of the car if switch is installed.

Next test the "high". It should light up the left terminal only.

Lastly, test the "wash". Do this by depressing the wash button and touching the right lead. It should light up only when touching the button. It also should move to the "low" position, if you want to check that function again.

I attached a pic out of the shop manual that found later that would of been extremely helpful at first. I am going to do a write-up on how to test the motor for the wiper speeds and the parking relay, if anyone is interested. Feel free to correct or scold me and add any info. Thanks.....

Pictures, drawings with arrows would be EXTREMELY helpful to those not in the "Know".

I attached a diagram from the chassis manual, but I can get some pics and post later.

Here are some pics showing what it should look like
The first two pics show the switch.
#3 shows "OFF" and the tester
#4 is "LOW" I put the tester across both leads just for the pic. You actually need to touch each individually to see continuity in both.
    # 5 is "HIGH"
    #6 I "WASH"
