I buff out plastic lenses with 3M Finess-It II with a wool bonnet just like the final buffing on clear coat. I just buff them when I do the rest of the car they come out like new. You may try pinstripping tape to cover the black stripes while buffing. On headlights: just sand them with 800 grit and clear coat then with regular clear coat, did my wifes Toyota 6 years ago and it still looks like new. If it works on a fender why wouldn't it work on a headlight?
