I decided to get into some body work on my 64 Wildcat. It has a lot of rust problems, so i wanted to knock out a small project!

I knew it had some rust issues around the gas tank filler neck. All the rust issues are caused by the foam crap they put in between the quarter and the filler neck piece.

Does anyone know the reason why they put that stuff there in the first place?
Do I need to put something back in its place, or will it be fine if I weld it back up without it?

So I removed the filler neck piece and cleaned up all the rust spots. I need to fabricate the patches, I have already made templates of them, just need to go pick up some sheet metal.
