I'll never understand how people get Mecum and Craigslist confused. Does he really expect someone to randomly email in and offer 50k?
I love how often you see "make offer, no low ballers" on Craigslist. Whatta joke. Anything other than outrageously high offers they consider "low balling" because 9 times outta 10 they think their stuff is plated in gold. I just sold a car on c-list after swearing it off for some time now. I'm reminded why I swore it off. All too often its an online cesspool of humanity. The weirdos just come outta the woodwork quite regularly.
These ads are easy to De-code. What it says is the car is worth $15,000 and he will go as low as $28,000.
Everyone that reads this should email him a offer of $1. A non-numbers match stage 1 that needs restoration if it's a true stage 1. How could the block have gotten stolen and not the rest of the parts?

I always marvel at statements like "This car restored would bring 55k and up to the right buyer..." Take that info to your banker, and try to obtain a loan for restoration of the car. One of life's bitter lessons will be quickly learned.
