Humm not to far for me, but has several engine! which? they don't now. For sale by an american specialist garage in France.
Kind of an odd set of pictures. Not much to go on there, I expected to see an engine picture or two. Anyways, I'd say it's very rusty and will take a lot of body replacement panels to straighten that out (expensive). Secondly, I'm not so sure it is a GS. The rocker panel moulding below the doors should have wide red stripes close together for a GS, and I believe it's the custom that has black stripes like that. What's the VIN? Then we could tell you whether it is a GS or not and what engine it is supposed to have.
Mike I believe you are correct and this may be a skylark with some GS badges added --and perhaps an older 400 cid engine also added.
If your first question was intended to be a "would you buy it" sort of question here's my answer: No way I'd get anywhere near that car. If you want a nice car like that, look for it in the ads in the USA and import one in nice condition that the person selling it knows what they are talking about. I suspect that if you buy one there you're in for a heap of trouble unless you just get lucky.
69 was the last year they made GS400's. Just because it says GS400 in chalk on the windshield means nothing. The 400 found it's way in there somehow. It's cool to see these cars popping up in other countries.
They dond't know what is in there! they tell me that the car several engine in the past! Chevy maybe???
Both of the cars you posted look like they're too worn out to be a very good buy. What's your budget for something like this?

A friend of mine did buy a 68 Pontiac Catalina sation wagon yesterday! Engine is 6 cylinder Chevy!! Fitted at the factory, but never sold like that in the USA.
